You can't judge a hood by it's cover. It's not like the government build's you their buildings to live in, and then grabs a baseball bat and some paintspray and start's messing it up. It's the resident's that do that, I guess people living in Toronto/Missassauga Housing Project's actually treat their 'hoods' with a little bit of dignity and respect.

And here is a fact that some of you may not know:

Incase you don't know what this is, these are units(basically "buildings") that were built by the government for the poor. As you can see, Toronto is 2nd, behind New York.
