Someone who sells drugs.

Hatters, or hat makers, often had nerve problems that made them look crazy, or mad, as they worked with mercury, which is poisonous. Used as a drug reference, it probaly refers to the character of The Mad Hatter in the book "Alice in Wonderland." First of all, the images in the book are definitley trippy... but also, in the story, the Mad Hatter hosts a tea party, and tea leaves are often compared to drugs.
