If it comes from "Hoffa" (and I think the Jehova source is more likely) Jimmy Hoffa was a famous union boss. The companies used the police to break up union strikes, so Hoffa got in with the Mafia to help fight back. Understandable, but ultimately a bad move. Hoffa was kidnapped and his body was never found, even to this day. You can see it all in the movie "Hoffa".
